The North College Urban Renewal Area (URA) was created in 2004 for the area surrounding North College Avenue from Cache la Poudre River on the south to the City of Fort Collins boundary on the north near Willox Lane. The tax increment revenues generated by the URA over the past 12 years have been invested in North College streetscapes and access improvements as well as to pay for eligible public improvements in several proposed private developments including North College Marketplace, Lyric Theater, Block 23, and Aspen Heights neighborhood. The Strategic Investment Plan will develop recommendations on how best to utilize the remaining revenues in the North College URA TIF fund balance plus the anticipated revenues to be collected over the remaining 13 years of the TIF district.
Livable Cities Studio is working with a team of consultants to analyze existing market and land use conditions and identify existing impediments to development and investment, identifying a list of potential projects, actions or investments that can catalyze redevelopment and reinvestment. Livable Cities Studio is leading the urban design, planning and visualization components of the effort.
